Number of Internet users that can be connected to SQL Server 2012/Azure SQL Database

 Hello Experts,


I need to design a database for an application that is going to have users connecting from internet. The target DB can be SQL server 2012 or Azure SQL Database(I guess Azure SQL also use same SQL engine).


Can you guide how many users can be connected from Internet for SQL server 2012 (on IaaS VM) or Azure SQL Database?


What license I need to consider on the SQL Server end for this user count?
What type I need to choose if I am going Azure SQL Database?

What license I need to consider on the IIS end for this user count?


Please guide.
